SUMMARY OF PAPER:
The analysis of Latin American countries, in this case, Argentina and Venezuela, offers an approach to the opportunities taken advantage of coherence between decisions and actions of policy makers of science and technology. Argentina is a vast country with a population of 40 million inhabitants with a system Science, Technology and Innovation, which looks coordinated and comprehensive. Venezuela, with SNCTI us in the process of reorientation, has been influenced by changes of government and ideology. A strong science and process to approach a relevant science with a focus on broad participation and led to a nascent beginning of a Scientific Mission to the City Innovative and in the process of changing the Law on Science and Technology. Long way to go and show.
Keywords: Theory of the Unit, National Innovation System, Socio-Economic Development.
Greetings and see you,
